Noel J. Nudelman


Born in Old Tappan, New Jersey, Noel J. Nudelman received his Bachelor of Arts Degree from Boston University in 1989 with a major in Economics and a minor in Business Administration and his Juris Doctor from Brooklyn Law School in 1993.  Licensed to practice law in the District of Columbia, the States of New York and New Jersey and in the United States District Courts for New Jersey as well as the Western District of Wisconsin, he is also admitted to practice before the United States Court of Appeals for the Fourth Circuit.

Mr. Nudelman serves as Vice President of Heideman Nudelman & Kalik, P.C., Mr. Nudelman is a member of the New York State Bar Association, the New Jersey State Bar Association, the DC Bar Association, the Next Generation Committee of the United States Holocaust Memorial Museum, Republican Jewish Coalition, the March of the Living International Advisory Board, and the International Leadership Counsel of The Israel Forever Foundation.

His primary areas of practice are complex civil litigation and corporate and transactional representation.  Mr. Nudelman’s keen business sense combined with his ability to analyze legal issues affords his clients a well-rounded and in-depth approach in problem solving.  His rapport with clients, both in and out of the courthouse, gives him a clear edge in conflict resolution and case completion.

Mr. Nudelman has more than twenty years experience in representing American victims (and their family members) who were injured and/or killed in terrorist attacks throughout the world in seeking justice and accountability against those who provided material support and/or aided and abetted the terrorist organizations which perpetrated the terrorist attack. In these matters, Mr. Nudelman has served as counsel in bringing cases against State sponsors of terrorism, such as the Islamic Republic of Iran, the Syrian Arab Republic and Libya, pursuant to the Foreign Sovereign Immunities Act (28 U.S.C. §1605) and against entities and others under the Anti-Terrorism Act (18 U.S.C. §2331 et sec).

Some of the matters in which Mr. Nudelman has served as a lead counsel in the matters of:

  1. Litle et al v Arab Bank, Plc, litigation brought by American victims and their family members who were killed or injured as a result of terror attacks perpetrated during the Second Intifada in Israel. In September 2014, a jury found the Arab Bank guilty of funding and sponsoring terrorism in violation of the Anti‐Terrorism Act (“ATA”).  This is believed to be the first time a financial institution has been found liable for violating the ATA.  After the liability trial, and prior to the damages trial, the cases were settled.  In connection with this matter, Mr. Nudelman and other members of HNK were named one of the 2016 Trial Lawyers of the Year by Public Justice.
  2. Selig, et al. v. Islamic Republic of Iran, et al. This case involves two separate terrorist attacks that occurred in Kabul, Afghanistan- one on May 13, 2015 at the Park Place Hotel and the second on January 20, 2018 at the Intercontinental Hotel. Both attacks were perpetrated by the Haqani Network (Taliban). HNK sued the Islamic Republic of Iran for their material support of the Taliban and obtained judgment on behalf of its clients.
  3. Bland, et al v. Islamic Republic of Iran, and other cases on behalf of Marines killed or injured in the 1983 Marine Barracks bombing in Beirut, Lebanon and their families.  HNK sued the Islamic Republic of Iran for their material support of Hezbollah and obtained judgment on behalf of its clients in various cases.
  4. Baker, et al. v Great Socialist People’s Libyan Arab Jamahiriya as counsel to the American Victims of the terrorist hijacking of EgyptAir Flight 648 on November 23, 1985, during which each American on board the flight was shot in the head by the terrorists, HNK sued Libya and Syria for the material support of the Abu Nidal Organization, the terrorist group that perpetrated the hijacking. The evidence obtained showed that Libya and Syria were involved in the hijacking. HNK’s clients were included in awards from the settlement the United States reach with Libya in 2008. The US District Court for the District of Columbia subsequently awarded a judgment against Syria in the amount of $450,000,000.

HNK has worked, with their various co-counsel, on matters in which in excess of $4 billion has been collected on behalf of victims of terrorism of which in excess of $700 million dollars has been collected on behalf of clients of HNK.

In addition, Mr. Nudelman has experience in other complex litigation matters such as class action and other disputes Mr. Nudelman served as lead and/or co-counsel in the following representative matters: Elkies, et al. v. Johnson and Johnson Services, Inc., et al.; Katz, et al vs Garmin LTD. et al and Walter E Klinger, et al. v. Motorola.

​Joseph A. Cannon

Of Counsel


Joseph A. Cannon was born in Salt Lake City, Utah. He is a graduate of Brigham Young University (BA 1974) and the J. Reuben Clark Law School at BYU (JD with honors 1977). He was Articles Editor of the BYU Law Review and was the student graduation convocation speaker. After graduation he served as a law clerk to the Hon. Aldon J. Anderson, U.S. District Court for the District of Utah. He began his legal career as an associate at Morgan, Lewis & Bockius. He is licensed to practice law in the District of Columbia.

Earlier in his career Cannon served as the Associate Administrator for Policy & Resource Management at the United States Environmental Protection Agency where he oversaw the budget preparation and implementation, the regulatory review process including engaging in the Office of Management and Budget regulatory review process. Subsequently Cannon served as Assistant Administrator for Air & Radiation, having been appointed by President Reagan and confirmed by the Senate. In that capacity he was responsible for implementing the Clean Air Act and enforcing its provisions. He has testified a number of times before various committees of Congress.

In his legal career Cannon was a partner in the Washington, D.C. office of Pillsbury Madison & Sutro specializing in environmental, energy and administrative law. Later he became a partner in Pillsbury Winthrop Shaw Pittman where he specialized in those same areas as well as co-leading the firm’s public policy practice. He was also Of Counsel to Parr Brown Gee & Loveless in Salt Lake City. Cannon served as a Government Member and later as a Public Member of the Administrative Conference of the United States.

In addition to his legal career Cannon has served as President of Young Living Essential Oils, President & CEO of the Fuel Freedom Foundation, President of Millennium Bulk Terminals, and Editor of the Deseret News, a major daily newspaper in Salt Lake City, Utah. He was CEO & Chairman of Geneva Steel (then NYSE: GNV) where he played a leading role in the acquisition of the Geneva Steel works from USX Corporation.

Cannon has served on a number of boards and committees including: member of the Unites States Holocaust Memorial Council (appointed by President George H. W. Bush), Trustee of the American Enterprise Institute, member of the Salt Lake Olympic Organizing Committee, Empower America, the American Iron & Steel Institute, the International Iron & Steel Institute, the Utah Symphony, Utah Opera, the Utah Shakespeare Festival, the Climate Institute (Founding Member), the National Advisory Council of the BYU Marriott School of Management. He has also served as Chairman of the Utah Republican Party and member of the Republican National Committee. Cannon has received the Torch of Liberty Award from the Anti-Defamation League.

Joe and his wife Jan have seven children, daughters and sons-in-law and a multitude of wonderful grandchildren.

Joseph H. Tipograph


Born and raised in the Montgomery County suburbs of Washington, DC, Joseph H. Tipograph received his Bachelor of Arts Degree from the University of Michigan in 2002 with a major in Economics and received both his Juris Doctor and his Master’s in Business Administration from Emory University in 2008. He is licensed to practice law in the District of Columbia, the State of New York and in the United States District Court for the Western District of Wisconsin.

Mr. Tipograph is an attorney at Heideman Nudelman & Kalik, PC representing victims of terror and their families in federal court litigation and contributing to the firm’s corporate representation and international legal filings. He is a member of the American Bar Associate and in the past has served in leadership roles including as Vice Chair for the Section of Antitrust Law’s Insurance & Financial Services and Compliance & Ethics Committees. He is also a member of the New York State Bar Association, the DC Bar Association, and the Next Generation Board of the United States Holocaust Memorial Museum.

Prior to joining HNK, Mr. Tipograph practiced antitrust law at various law firms in Washington where he successfully represented Fortune 500 companies and executives in civil and criminal litigation and in front of the Department of Justice and Federal Trade Commission. In these roles, he counseled companies and trade organizations on legal compliance on collaborations with competitors, implementations of sales and distribution policies, expansions of operations into new markets and other competitive business practices; and helped launch one of the leading antitrust publications on the market today.

Mr. Tipograph has also managed cyber-security crises for some of the largest companies by leading round-the-clock surveillance operations, coordinating with investigators, developing legal and media response strategies and keeping clients apprised of data hacking incidents and methodologies. Through this experience, he is familiar with several techniques employed to penetrate data security firewalls or otherwise frustrate operations including Structured Query Language injections, social engineering, and Distributed Denial of Service attacks.

Mr. Tipograph’s body of work provides him with valuable insight into the key legal, regulatory, and business issues in numerous industries including healthcare, technology, consumer goods, education, industrial products, financial services, distribution, advertising, publishing, transportation, and real estate. Richard D. Heideman


Richard D. Heideman was born in Detroit, Michigan and is a graduate of The University of Michigan (BA, LSA 1969) and The National Law Center of the George Washington University in Washington, DC (JD 1972). He completed the American University Law and Policy Institute Abroad at the Hebrew University in Jerusalem, Israel during the summers of 1970-1972. Licensed to practice law in the District of Columbia, Maryland, Kentucky, Indiana and Wyoming, he has been admitted to practice in numerous federal courts, including the United States District Courts for the District of Columbia, the District of Maryland, the Northern and Southern Districts of Indiana, the Eastern and Western Districts of Kentucky, the Western District of Wisconsin and the United States District Court for the District of Wyoming. In addition, he has been admitted before the United States Courts of Appeals for the Fourth, Sixth, Seventh, Federal and DC Circuits, the United States Court of Appeals for the Armed Forces, the United States Court of International Trade, the United States Court of Federal Claims, and the Supreme Court of the United States.

He was recently selected for the 2021 Super Lawyers list by Thomson Reuters.  He is a noted public speaker and advocate who has appeared live on CNN’s Burden of Proof, Fox Morning News, CNBC, i24 News and as legal analyst for WUSA-9, the CBS-TV affiliate in Washington, DC, Reuters and other news organizations, providing commentary and analysis on various terror, civil and criminal matters. The firm has served as lead and class counsel in litigating and settling pharmaceutical, medical and consumer protection and products liability claims.

Heideman is the author of “The Hague Odyssey: Israel’s Struggle for Security on the Front Lines of Terrorism and Her Battle for Justice at the United” and has been published or featured in articles in the Jerusalem Post, the Washington Times, the Times of Israel, the Legal Times and other publications.  Heideman authored a chapter in the ABA Manual on Criminal Defense Practice, served on the faculty of the National College of Criminal Defense Lawyers and served as Vice President of the Teton County, Wyoming Bar Association.  He is a member of the District of Columbia Bar, as well as numerous state trial and bar associations and served on the DC Bar Association Steering Committee for the Criminal Law and Individual Rights Section and as Chair of the Criminal Law Committee of the Bar Association of the District of Columbia. He has taught seminars at the Potomac Institute, for the Arizona Bar Association, the Kentucky Bar Association, the Israel Bar Association, and has lectured at the Georgetown University School of Foreign Service Center for Arab Studies, at the International Law Society of the George Washington University Law School, The Herzliya Conference and at the Institute for Law and Policy, The Hebrew University Faculty of Law, as well as on contemporary topics of interest throughout the world.

Active in numerous civic affairs, Mr. Heideman served as President of B’nai B’rith International from 1998-2002 and was named by the organization as Honorary President. In 1985, Heideman served as an NGO delegate to the United Nations World Conference on Women in Nairobi, Kenya; in 2001 he served as Head of Delegation to the United Nations World Conference Against Racism in Durban, South Africa; in 2009 as Head of Delegation to United Nations Durban Review Conference in Geneva; and in 2011 as Chairman of the UN Durban 10-year assessment event.  He has participated in meetings at The White House, the Department of State and with numerous heads of state, prime ministers, foreign ministers and ambassadors around the globe.  He served as Chief Trial Counsel for Israeli victims of terrorism at hearings convened by the Dutch Center for Information and Documentation on Israel coincident with the International Court of Justice Hearings at The Hague. He authored the Legal Brief filed with the International Court of Justice on behalf of the Foundation for the Defense of Democracies regarding legal issues arising from Israel’s construction of its terrorism prevention security fence and highlighting Israel’s right to defend her people in her quest to stop terror.  In 2020, he co-authored and filed a brief with the International Criminal Court regarding Israeli sovereignty issues on behalf of the Israel Forever Foundation.  When the government of Poland adopted the Holocaust Speech law that prohibited accusations of complicity, Mr. Heideman led efforts in filing an amicus brief with the Polish Constitutional Tribunal.

Richard D. Heideman served as the Program Chair, along with Co-Chairs Professors Alan Dershowitz and Irwin Cotler, of The Nuremberg Symposium on The Nuremberg Laws and the Nuremberg Trials, published by Loyola Law School. Heideman is Chair of The Israel Forever Foundation and recently served a four-year term as President of the American Zionist Movement, having previously completed a five-year term as Chair of the United States Holocaust Memorial Museum Lawyers Committee in Washington, DC and three years as the Chair of the Institute for Law and Policy at the Hebrew University Faculty of Law.  He served a two-year term as President of the George Washington University Law School Alumni Association and four years as the Chair of The Herzliya Conference International Advisory Board. He  has previously served on the Boards or Executive Committees of the Anti-Defamation League, Hillel, the World Zionist Organization, the Jewish Agency for Israel, the American Israel Public Affairs Committee, The American-Israel Chamber of Commerce, Inc. of Washington, DC, the World Jewish Congress, the Memorial Foundation for Jewish Culture, the Conference on Material Claims against Germany, the National Conference on Soviet Jewry, Health Care for America, Inc, and Northern Virginia Family Services, Inc. Former Chair of the Board of the American Indoor Soccer Association and co-chair of the Greater Louisville/Jefferson County Sports Commission Planning Committee, he previously served as the publicly elected Mayor of the City of Spring Valley, Kentucky.  In 1965 he was elected one of the youngest International Presidents of the B’nai B’rith Youth Organization and in 2002 served as the founding incorporator of the B’nai B’rith Youth Organization, Inc., the largest Jewish youth leadership training organization in the world.

Mr. Heideman has the distinction of receiving the distinguished Merito de Mayo decoration by President Duhalde of Argentina (2002), having received in 1988 the Heritage Award from State of Israel Bonds and in 1999 the Sam Beber Distinguished Alumnus Award from the B’nai B’rith Youth Organization. In 2005 he received the Joseph Papp Racial Harmony Award from the Foundation for Ethnic Understanding and in 2015 the Distinguished Alumnus Award from George Washington University in Washington, DC. He has currently or has previously been listed in Marquis’ Who’s Who in the East, Who’s Who in America, Who’s Who in the World, Who’s Who in American Law, Who’s Who of Emerging Leaders in America, and Who’s Who in Finance & Industry.

Richard D. Heideman has been named to SuperLawyers in Washington, DC; has received a rare “10” out of “10” rating from AVVO, the lawyers rating firm; to the National Trial Lawyers:  Top 100; and is named in Marquis Who’s Who in American Law and Who’s Who in the World.

Heideman is married to Hon. Phyllis Greenberg Heideman, a former Presidential Appointee to the United States Holocaust Memorial Council, who serves as President of March of the Living International.  They are the proud parents of three daughters, Stefanie Jo Heideman of Potomac, Maryland, Dr. Elana Yael Heideman of Jerusalem, Israel and Ariana Heideman Tipograph of Rockville, Maryland as well as the proud grandparents of five grandsons, Max, Eytam, Noam, Theo and Jake and two granddaughters, Ayelet and Maya.

Phyllis Greenberg Heideman

Law Firm Administrator


Currently serving as President of the International March of the Living, Phyllis Greenberg Heideman previously served as Chair of the organization’s International Advisory Board following the completion of her five-year term as a George W. Bush Presidential Appointee to the United States Holocaust Memorial Council. Accepting many responsibilities and serving in many diverse roles throughout her life, she currently is Co-Chair of the Israel Forever Foundation, serves on the Republican Jewish Coalition Board of Directors, as Trustee of the B’nai B’rith World Center in Jerusalem and on the Board of the Foundation for Ethnic Understanding. In her capacity as President and General Manager of the Louisville Thunder Professional Indoor Soccer Team, she served on the Board of the American Indoor Soccer Association and guided her team to a National Championship. Her entrepreneurial acumen, administrative talents and broad understanding of the business world serve all her endeavors well and have helped direct the success of the firm.

Recipient of the AEPhi 2007 Jewish Communal Service Award in recognition of her continued volunteer activities, together with her husband Richard she received the 2005 Joseph Papp Racial Harmony Award from the Foundation for Ethnic Understanding. She served as an NGO delegate to the United Nations World Conference Against Racism in Durban, South Africa in 2001 and in 1985 she served as an NGO delegate to the United Nations Conference on Women in Nairobi, Kenya, subsequently lecturing throughout the country on her personal experience and observations. She previously has served several terms on the Board of Directors of the Board of Jewish Education of Greater Washington and as Chair of its Board of Licensure; on the George Washington University Hillel Board of Directors; as a member of the Executive Committee of B’nai B’rith International; Vice-Chair of the Henry Monsky Foundation; Chair of the B’nai B’rith Klutznick National Jewish Museum in Washington; as a delegate to the World Zionist Organization, Kentucky State Chair for Israel Bonds as well as on numerous additional volunteer boards. In 1981 she and her family received the B’nai B’rith International Family Award and in 1988 they were recipients of the Heritage Award from Israel Bonds.

Avigdor Warsha*


Mr. Warsha*, z’l, a 1954 graduate of the Tel-Aviv School of Law and Economics, was a three-term mayor of Kiryat Ono, Israel during which time he served as a Deputy Chairman of the Executive Committee of the Union of Local Authorities. He also served as a member of the Board of Directors of the Ben Gurion Airport Authority, the Board of Teshet and as public representative of the District Town Planning Committee of the Greater Tel Aviv area.

Mr. Warsha was the first Executive Director of the B’nai B’rith World Center in Jerusalem and served as President of the Directors of North American Major Jewish Organizations in Israel. Twice elected to the Presidency of B’nai B’rith Israel, he also served as International Vice President of B’nai B’rith International. He served on the Presidium of the Zionist General Council, on the Board of Directors of the Jewish National Fund, Neot Kedumim and the Yiddish Spiel Theater. He possessed the ability to understand issues from a global perspective and his clients were the beneficiaries of his many years of involvement on the international scene.

Tracy Reichman Kalik


Tracy Reichman Kalik received her Bachelor of Arts in History and Political Science from Emory University in Atlanta, Georgia and her Juris Doctor from The George Washington University National Law Center in Washington in 1996. She is licensed to practice law in the District of Columbia and the States of Maryland and Missouri and is also admitted before the United States District Court for the District of Columbia, District of Maryland and the United States District Court for the Eastern District of Missouri. She is a member of the District of Columbia Bar, the Maryland Bar, the Missouri Bar and the American Bar Association. She concentrates her practice in the areas of complex civil litigation.

As a law student, Ms. Kalik was on the staff of the George Washington Journal of International Law and Economics and was a member of the Law Association for Women. She also participated in the law school’s community domestic violence legal clinic where she represented indigent victims of domestic abuse in the Superior Court for the District of Columbia. She is listed in the 1995 edition of Who’s Who Among American Law Students.
